Performance-Based Coastal Engineering Framework

The changing dynamics of coastal regions and climate pose severe challenges to communities around the world. Effective planning engineering projects resilience strategies in must not only address current conditions but also take into consideration expected changes exposure multi-hazard risk these areas. However, existing performance-based frameworks generally neglect time-varying factors miss opportunity leverage related evidence as it becomes available. This paper proposes a Performance-Based Coastal Engineering (PBCE) framework that is flexible enough accommodate uncertain factors, conditions, cascading-effects. Furthermore, using dynamic Bayesian network approach, can incorporate observed model update prior conditional distribution analyzed variables. As proof concept, two case studies—a typical elevated residential structure two-frame system—are presented, considering effects cascading failure, incorporation influence emerging evidence. Results show neglecting significantly underestimates losses reduces uncertainty under assumed resulting PBCE support data collection efforts, optimization retrofitting strategies, integration experts community interests by facilitating interactions knowledge sharing, well identification vulnerable critical components regions.
